If done well this could be a really good program I guess we’ll have to wait and see if it lives up to its potential

The problem with TV these days is that many programs are all about the personalities, the presenters, not the subject matter.

David Attenborough sound overs are a better way to do documentries.

I get really wound up when the presenters prat about and the camera is on them, and not the subject they are documenting.

It was Spider Webb that worked hard to get the ban lifted.  He will be able to tell the full story. Apparently a previous Mayor of New York banned tattooing back in the 1960’s.

Spider Webb tattooed on the steps outside City Hall hoping to get arrested for illegal tattooing, he was surrounded my TV crews and other media. Members of NYPD were stood by watching him tattoo. I would think this was the early to mid 1980’s.

Photos are in one of his books I think Pushing Ink. I believe he was arrested for obstruction and not illegal tattooing?

But this was the beginning of the end of the ban on tattooing in New York.

Tattooists in New York today have a lot to thank Spider for.

On November the 1st 1961 - the New York City health department decided to ban tattooing. As it was feared that a spread of serum hepatitis was due to the tattooist’s needle. The city had 32 cases of the disease with 15 in 1959, 4 in 1960 and 13 in 1961, which was hardly an epidemic but was enough to have the health department make up their minds in banning tattooing. It was also the small fact that it was officially thought that over 10,000 tattoos were being put on a year in the New York area alone, and this made tattooing near on impossible for the health department to regulate. So overnight tattooing in New York became illegal and seasoned and seasonal tattooist had to close down and look to other states to ply their trade. A few did stay and tattooed but the art went underground. But even during these uncertain times a select band of people made an effort to show that tattooing should never have been banned, as it was never ever proved that the hepatitis outbreak was caused by a tattooist - and like spitting on the sidewalk (also banned in New York) people still tattooed and Spider Webb sat, tattooed and nearly got arrested (in 1976) on the steps of the museum of modern art for breaking law; section 1706(4) of the New York City health code that forbids the tattooing of human beings except for medical purposes (Spider was moved on without being charged).

The first annual New York tattoo convention was held at the ‘Roseland’ ballroom on the 15th, 16th, 17th of May 1998 and was put on to celebrate the legislation of tattooing in New York City for the first time since 1961.

Am I right in thinking that tattooing is still illegal in some states of the US. I remember reading a while back that there was a big legal battle going on to legalize it in South Carolina

On May the 10th 2006 - Oaklahoma in the United States became the last state in the US to lift it’s tattooing ban – Now everyone has to be licensed with some States having extremely hard rules to abide by – Where in Connecticut for example only an advanced registered nurse or a licensed physician are allowed to tattoo people – And in Florida the law states that ‘It is unlawful for a person to tattoo the body of any human being - except that tattooing may be performed by a person licensed to practice medicine or dentistry – Or by a person under his or her general supervision as defined by the Board Of Medicine’ – As for South Carolina the same rule near enough applied as Connecticut and Florida (act worded differently) – but it is now OK to tattoo in the State - although the new law has yet to be published.
